Mission

Manage an intense, comprehensive municipal approval process in Loma Linda, CA, and build public support and city approval for a 5.4 acre, 70,000 sq. ft. medical campus. This six-building campus was needed to accommodate expansion and growth for ancillary medical outpatient services.

Challenges

Managing the functional and design expectations of city government with the functional and design expectations of local residents.

• Loma Linda city government preferred a multi-level retail building generating sales revenue tempered by the historical design elements of the citrus industry in the valley.
• Abutting residents opposed a multi-level retail building obstructing their views of the valley. Formidable neighborhood opposition existed that could not be ignored.
• Residents preferred a single story campus style series of buildings with historical design elements of the citrus industry in the valley.
• A single story campus would be more costly to build infrastructure assessments to anticipate and manage traffic increases.

Strategies

• Conducted extensive design reviews with the city in public forums to gain community input and mitigate the negativity associated with the project. Built a solid relationship with both groups so they could understand the potential the medical campus could add to the community.
• Balanced medical office space with limited retail offering that would service tenants and residents alike and provide sales tax revenue to city.
• Developed retail stores and services that cater in part to employees and patients visiting the campus, thereby encouraging less traffic egress.
• Established and maintained strong relationships with community influencers and city officials.

Results

• Secured city and resident approval to build 5.4 acre medical campus comprised of six single story buildings.
• Secured leases with ancillary medical services and fifteen percent retail occupancy to deliver sales tax revenue:
